This is basically the driving question behind an entire field of study.
One thing to keep in mind is that Africa is a huge and varied continent,
with vastly differing regional cultures, geographies, histories, and
economic levels (there ARE some bright spots with stable governments and
fairly decent economies!). So a hasty answer in one sentence writing
off the entire continent is never going to be accurate.
But it is good to note there are areas that need serious attention.
